About the Council for Licensed Conveyancers (CLC) route to qualification

The Council for Licensed Conveyancers (CLC) route is a specialist pathway to qualification for anyone who wishes to specialise in conveyancing and/or probate.

The qualifications available are:

• Award in Conveyancing: An Introduction for Property Professionals
• Level 4 Diploma in Conveyancing Law and Practice
• Level 4 Diploma in Probate Law and Practice
• Level 6 Diploma in Conveyancing Law and Practice
• Level 6 Diploma in Probate Law and Practice

Awarded jointly with the Scottish Qualification Authority (SQA), the qualifications at Level 4 and 6 are additionally Ofqual registered to give learners the added reassurance that their qualifications will be recognised internationally.

What is the CLC route?

To qualify as a licensed conveyancer or licensed probate practitioner you will need to satisfy four main elements:

• Complete the Level 4 Diploma in Conveyancing or Probate (or be exempt)
• Complete the Level 6 Diploma in Conveyancing or Probate (or be exempt)
• Practical experience supervised by an Authorised Person
• Apply for a CLC License

What exemptions are available?

Over 500 learners have benefitted from exemptions for their recognised prior learning.  To discuss possible exemptions for SQE, CILEx L3 and L6, LLB, GDL, BA in Law, LLM, LPC, certain international LLBs, paralegal qualifications such NALP, IOP, CLT, STEP or any other legal qualifications please email us with the details of the qualifications you hold (ideally your transcript) and our academic team will gladly assess and advise you further. CLC elements explained

Level 4 Diploma in Conveyancing or Probate

The Level 4 Diploma consists of five units to complete:

On completion of the Level 4 Diploma once you have 6 months’ work experience you can register as a CLC Technician.

Level 6 Diploma in Conveyancing or Probate

The Level 6 Diploma consists of 3 units to complete:

On completion of your Level 6 Diploma, once you have completed the required practice experience, you may apply for your first CLC Licence.

Practice experience

Before you are able to apply for your first qualifying license to practice as a CLC licensed conveyancer or licensed probate practitioner you must have obtained the required practice experience. The requirements are:

• You have obtained a maximum of 1200 hours of supervised qualifying work experience.
• Your experience meets the CLC’s Day One Outcomes, including the competent completion of standard legal and technical processes.
• You act in a professional and principled manner as per the CLC Code of Conduct.

The 1200 hours of supervised work can be either full or part time employment completed over a period of 24 months within the past 36 months (prior to the License application) and must be under the supervision of a Qualifying Authorised Person (e.g. licensed conveyancer/probate practitioner, solicitor or CILEX Lawyer) in the employment of a Qualifying Employer.

Apply for a CLC Licence

You must complete a Statement of Practical Experience verified by your supervisor (an Authorised Person) which forms the occupational competency and professional standards component of a CLC License application. This together with identity documents and qualification certificates is submitted to the CLC with an application fee.
